Wall Street Journal Uncovered One Chinese Billionaire With Over 100 US-Born Children

Jan 24, 2026

China's building an army of American citizens.

And they're doing it without ever setting foot in the country.

The Wall Street Journal just exposed a Chinese videogame billionaire who paid American surrogates to birth over 100 children with US citizenship.

Federal Government Can't Track Chinese Birth Tourism Exploitation

Peter Schweizer dropped a national security bomb on Tuesday that should terrify every American.

The government investigation author revealed China's systematic exploitation of birthright citizenship has created somewhere between 750,000 and 1.5 million Chinese nationals who are also US citizens over just the last 13 years.

The federal government has absolutely no idea how many of these kids exist because birth certificates don't track parents' nationality.

Schweizer told The Ingraham Angle that approximately 100,000 Chinese babies have been born in the United States each year for the past 13 years.

These aren't desperate immigrants seeking a better life.

These are children of the Chinese elite.

The parents fly them back to China where they're raised in CCP schools, taught loyalty to the Communist Party, and shaped into future operatives.

When they turn 18, they become voting American citizens who can get government jobs despite zero connection to the United States.

Schweizer described what he calls the "surrogacy problem" where Chinese elites find American women to give birth to their children on US soil.

The Wall Street Journal found one Chinese billionaire who had over 100 children born this way.

Schweizer's investigation of just Southern California uncovered 107 Chinese-owned surrogacy companies.

California Surrogacy Companies Target Chinese Nationals For Birthright Citizenship

The Heritage Foundation's research exposes the shocking scale of this operation.

Emma Waters discovered California surrogacy clinics offering services in only two languages: English and Mandarin.

Three clinics listed offices in China.

One facility markets itself as a "top destination for international surrogacy."

Commercial surrogacy costs up to $60,000 per child.

The resulting children gain birth certificates, Social Security numbers, and full citizenship rights even though their genetic and legal parents are foreign nationals who will raise them in China.

Heritage Foundation researchers found that international surrogacy contracts nearly doubled between 2014 and 2020.

Chinese nationals account for 41.7 percent of all foreign surrogacy agreements.

The most common demographic is Asian men over age 42.

California hosts 75 percent of these contracts.

Waters warned that once these CCP-influenced children turn 21, they can petition to bring their entire families to America through green card applications.

The surrogacy route is cheaper than the EB-5 visa which costs $500,000 plus mountains of paperwork.

Chinese billionaire Xu Bo appeared via video at a 2023 California court hearing seeking parental rights to multiple unborn children.

He told Judge Amy Pellman he hoped to have around 20 US-born boys to eventually take over his business interests.

Several of his children were being raised by nannies in Irvine while waiting for travel documents to China.

He admitted he hadn't met them because work kept him busy.

The judge denied his request in a rare move, leaving the children in legal limbo.

Xu's company later admitted he has "only a little over 100" children born through US surrogates.

Commercial surrogacy is illegal in China over concerns it commodifies women.

But Beijing clearly understands the strategic value of creating thousands of American citizens loyal to the CCP.

Trump Executive Order On Birthright Citizenship Faces Supreme Court Review

The Supreme Court is reviewing Trump's January 20 executive order that would end birthright citizenship for children born to undocumented parents or those on temporary visas.

Critics claim the change contradicts 150 years of legal precedent under the 14th Amendment.

Oral arguments are expected in spring 2026 with a ruling by summer.

Senator Rick Scott introduced the SAFE KIDS Act in November 2025 to ban commercial surrogacy arrangements with citizens of adversarial nations including China, Russia, Iran, and North Korea.

The legislation would invalidate those contracts and criminalize surrogacy brokers who facilitate them.

Utah Representative Blake Moore co-sponsored the House version, warning that the national security and espionage risks from China and Russia bringing children with US passports into their countries demands immediate action.

Senator Marsha Blackburn introduced the Ban Birth Tourism Act in May 2025 targeting Russia and China specifically.

The bill would prohibit issuing visitor visas when childbirth or pregnancy is the main travel purpose.

Lindsey Graham, Ted Cruz, and Katie Britt introduced the Birthright Citizenship Act of 2025 to stop granting citizenship to children of illegal immigrants and non-immigrants on temporary visas.

This isn't theoretical fearmongering.

In 2019, the Justice Department secured its first convictions for birth tourism schemes.

Dongyuan Li pleaded guilty to running You Win USA which charged Chinese clients between $40,000 and $80,000 to give birth in America.

The operation received $3 million in wire transfers from China in just two years and served over 500 customers.

Li got 10 months in federal prison.

Another operator, USA Happy Baby Inc., charged VIP customers up to $100,000 each and received $3.4 million from China in two years.

Star Baby Care boasted it had served 8,000 pregnant Chinese women since 1999.

The Obama, Bush, and Clinton administrations did absolutely nothing to stop this for decades.

Trump's first administration finally filed the first-ever indictments for birthright tourism fraud.

Schweizer met with senators about the surrogacy threat and expects executive branch action.

China is at war with Christian civilization and everything it represents, particularly individual rights.

They've carried out systematic birth tourism policies on a massive scale.

This isn't immigration.

This is infiltration.

The federal government needs comprehensive data tracking on surrogacy contracts including clients' countries of origin.

Commercial surrogacy must be banned for foreign nationals from adversarial countries.

Birthright citizenship interpretation must change to reflect modern national security threats.

The 14th Amendment was written in 1868 to guarantee citizenship for freed slaves.

The framers never imagined jet travel, IVF technology, or hostile foreign powers weaponizing reproduction.

When the Supreme Court hears Trump's executive order arguments, they need to understand this isn't about desperate families seeking opportunity.

This is about Chinese Communist Party strategy to create sleeper agents with American passports.

Those 100,000 Chinese babies born here each year are future voters, government employees, and potential intelligence assets.

They'll have zero attachment to American values because they're being raised as loyal CCP members.

Most developed nations including Australia, Britain, Canada, France, Germany, India, Italy, and Spain ban international commercial surrogacy altogether.

They recognize the exploitation, trafficking risks, and national security threats.

America remains one of the few countries stupid enough to allow hostile foreign powers to manufacture citizens through legal loopholes.

That ends now.
