Virginia Democrats Just Teed Up One Radical Bill On Day One That Tells You Exactly What’s Coming

Jan 27, 2026

Virginia just became a blue state.

Abigail Spanberger was sworn in as governor less than a week ago after campaigning as a moderate who wanted to lower costs and fix the economy.

But before she even took the oath of office, Democrats filed a bill that reveals what they've been planning all along.

HB 614: The DEI Bill They Filed Before Spanberger Even Took Office

HB 614 was introduced on January 13, the day before the legislative session even started.

The sponsor is Sam Rasoul, a Roanoke Democrat who championed Medicaid expansion, a $15 minimum wage, and what he calls "criminal justice reforms" – the kind that turn violent criminals loose on your neighborhoods.

He ran for lieutenant governor in 2021 as Virginia's first Muslim statewide candidate and lost, but he's been pushing the same radical agenda in the House of Delegates since 2014.

Now he's got the votes to ram it through.

What HB 614 Means For Virginia Schools And Your Kids

The legislation mandates that Virginia's public schools teach history that includes "contributions, perspectives, and experiences of historically marginalized communities."

That sounds nice until you read what those communities actually are.

Racial and ethnic minorities, immigrants and refugees, women, individuals with disabilities, LGBTQ+ people, various socioeconomic backgrounds, various religious backgrounds – and then the kicker – "any other group of individuals that the Board of Education deems appropriate."

That's a blank check to teach whatever they want.

The bill requires new curriculum guidelines by March 2027 that "explicitly include the political, economic, social, and cultural contributions" of all these groups.

Teachers must observe Black History Month, Women's History Month, Hispanic Heritage Month, Asian American and Pacific Islander Heritage Month, Disability History and Awareness Month, LGBTQ+ History Month, and whatever other months the Board decides to create.

The Department of Historic Resources will coordinate with "subject matter experts from institutions of higher education and community organizations" – which means the same radical professors and activist groups who've been pushing this for years.

And here's the part they're most excited about.

The bill explicitly says the new curriculum must "avoid isolating such content to a single month or observance" – meaning this stuff gets taught all year, in every class, woven into math and science and English.

Your kid's algebra teacher will be required to incorporate lessons about marginalized communities into quadratic equations.

How Glenn Youngkin Banned DEI – And Democrats Just Brought It Back

Glenn Youngkin won the governorship in 2021 by running against exactly this kind of indoctrination in schools.

His first executive order in January 2022 banned teaching "inherently divisive concepts, including critical race theory" in K-12 schools.

He fought Virginia's universities when they tried to mandate racial literacy courses – VCU wanted to force students to learn about "the historical and current structures of racialized power and privilege, including whiteness."

George Mason tried the same thing with "Just Societies" courses until Youngkin's appointees on the Board of Visitors shut it down.

When Trump issued his executive order in January 2025 requiring schools to comply with Title VI of the Civil Rights Act – no racial preferences, no treating students differently based on race – Virginia's universities started dissolving their DEI offices because they knew he wasn't bluffing about cutting federal funding.

UVA, Virginia Tech, George Mason, Old Dominion – they all dismantled their DEI bureaucracies over the past year under federal pressure and threat of losing hundreds of millions in research grants and student financial aid.

Now Democrats are writing it all back into state law for K-12 schools where Trump's order is harder to enforce.

They're not even hiding it anymore.

What Spanberger's Victory Really Meant

Spanberger ran as a moderate.

She promised to focus on affordability and costs.

She beat Republican Winsome Earle-Sears by 15 points – the biggest Democratic gubernatorial victory in Virginia since 1961.

Democrats picked up 13 seats in the House of Delegates and now control both chambers plus the governor's mansion for the first time since 2019.

The very first thing they did with that power was file this bill.

Not a jobs bill, not an affordability bill, not anything that would actually help working families.

A mandate to teach radical ideology in every public school classroom in Virginia.

Spanberger signed 10 executive orders on her first day in office, including one rescinding Youngkin's order requiring Virginia law enforcement to cooperate with ICE.

Former Attorney General Jason Miyares said that decision will get Virginians "robbed, raped and murdered" because local cops won't be able to work with federal agents to deport criminal illegal immigrants.

Democrats also introduced bills to eliminate mandatory minimum sentences for rape, manslaughter, assaulting police officers, and possession of child pornography.

They removed the mandatory five-day sentence for first-time DUI offenders.

This is what they mean by "reform."

The DEI Agenda Spanberger's Democrats Are Rushing Into Virginia Schools

Virginia spent four years under Youngkin fighting back against DEI in schools and universities.

Parents showed up at school board meetings demanding to know what their kids were being taught.

Youngkin won because he listened to them and promised to stop the indoctrination.

Democrats won one election and immediately started rebuilding the entire system – this time with state law backing it up so it can't be undone with an executive order.

HB 614 is just the beginning.

Spanberger campaigned on moderate talking points about costs and affordability, then handed power to the same progressives who've been pushing this agenda for a decade.

Sam Rasoul isn't some random backbencher – he's been championing the Green New Deal, sanctuary city policies, and racial equity mandates since 2014.

Now he's got a Democratic trifecta behind him and a governor who won't veto anything.

This bill tells you everything you need to know about what's coming for Virginia schools.

Your grandkids will be taught that America is systemically racist, that white privilege explains everything, that there are 57 genders, and that disagreeing with any of it makes you a bigot.

And Virginia parents just spent four years proving they won't tolerate it – which is exactly why Democrats are rushing to lock it into law before anyone can stop them.
