Fauci looked Rand Paul in the eye and swore the federal government never funded gain-of-function research in Wuhan.
His own NIH deputy contradicted him three years later.
Now Tulsi Gabbard is investigating 120 U.S.-funded biolabs – and coming for the people who buried it.
What Gabbard Found That Biden's Team Tried to Hide
The Office of the Director of National Intelligence has opened an investigation into more than 120 biological laboratories overseas that operated for decades on American tax dollars.
More than 40 of those labs are in Ukraine – a country the Biden administration swore had no U.S.-connected biological research facilities.
That denial aged badly.
Back in March 2022, Biden's State Department issued a statement insisting the United States did not own or operate any biological laboratories in Ukraine.
That statement was technically crafted to mislead.
The question was never about ownership.

It was about funding – and the funding flowed freely through federal agencies, grantees, and layers of subawardees specifically designed to keep Congress and the American people in the dark.
Victoria Nuland, Biden's Undersecretary of State, accidentally confirmed the whole operation in March 2022 congressional testimony when she told senators that the U.S. was worried about Russian forces gaining access to Ukrainian biological research facilities.
Biden's own diplomat admitted the facilities existed – right after his administration denied they did.
How Fauci Helped Build a Machine Nobody Was Allowed to Question
The funding mechanism goes back to 1991 and the Pentagon's Cooperative Threat Reduction program – originally designed to secure Soviet-era weapons materials after the Cold War.
A legitimate goal turned into something else entirely.
By 2005, the program expanded into Ukraine, funding pathogen storage facilities and biological research labs under the theory that making foreign labs more secure made America safer.
The problem was oversight – or the absence of it.
NIH was running parallel operations, funneling money through EcoHealth Alliance and its president Peter Daszak to the Wuhan Institute of Virology in China.
Fauci testified before the Senate in 2021 that NIH had not ever and does not now fund gain-of-function research at the Wuhan Institute of Virology.

Three months later, NIH Principal Deputy Director Lawrence Tabak sent a letter to Congress on official NIH letterhead acknowledging that federally funded research had produced chimeric bat coronaviruses that caused enhanced disease in humanized mice – the textbook definition of gain-of-function research.
In May 2024, Tabak made it official under congressional questioning.
"Did NIH fund gain-of-function research at the Wuhan Institute of Virology through EcoHealth?" Representative Debbie Lesko asked directly.
"It depends on your definition of gain-of-function research," Tabak answered. "If you're speaking about the generic term, yes, we did."
Fauci had told the Senate the exact opposite.
The Scale of What Americans Paid For Without Knowing It
The 40-plus Ukrainian labs represent a particularly acute problem – intelligence officials confirmed that laboratories operating in an active war zone could face compromise or disruption, meaning dangerous pathogens could fall into hands that have no interest in keeping them contained.
ODNI officials confirmed that clinical trials and pathogen experiments at several facilities were never properly disclosed – meaning your tax dollars funded experiments that could trigger another pandemic, and almost nobody in Washington knew what was happening.
Gabbard is calling it what it is.

"The COVID-19 pandemic revealed the catastrophic global impact research on dangerous pathogens in biolabs can have," she said. "Yet despite these obvious dangers, politicians, so-called health professionals, like Dr. Fauci, and entities within the Biden administration's national security team lied to the American people about the existence of these U.S.-funded and supported biolabs and threatened those who attempted to expose the truth."
Secretary of Defense Pete Hegseth put it more directly: "The prior administration bankrolled dangerous gain-of-function research and foreign biolabs with American tax dollars, then deliberately hid it from the American people. The era of lies and betrayal is over."
The investigation is the most aggressive effort yet to map a network that grew for decades in the dark – funded by your money, hidden from your representatives, and defended by bureaucrats who treated oversight as an obstacle rather than a safeguard.
Gabbard is turning on the lights.
The question now is who goes to prison when she's done.
