California schools got caught running secret gender files designed to keep parents in the dark.
Now a Kansas City school district just became the first in America to get sued for the same thing.
And Harmeet Dhillon just filed one complaint that should stop every parent in the country cold.
Kansas City Schools Had a Policy – And It Was Built to Keep You Out
The Kansas City, Kansas Public Schools didn't stumble into this.
Their written guidance – in place since 2017 and updated in 2024 – instructs staff to alert the principal the moment they learn a student identifies as transgender or "gender nonconforming."
A planning meeting gets convened.
That meeting sets the student's name, pronouns, bathroom access, locker room assignment, sports team, and what appears in school records.
Parents can be cut out of that meeting entirely – at the student's request.
A district administrator and a school attorney then decide whether mom and dad ever find out.

The DOJ's complaint makes clear what that means legally: the district was creating written education records – the Gender Plans themselves – while blocking parents from ever seeing them.
That's not a loophole.
That's a federal crime under the Family Educational Rights and Privacy Act.
The Department of Education opened its FERPA investigation in August 2025.
By July 1st of this year, the district was formally found out of substantial compliance.
By August 25th, they'd violated a second federal law – the Protection of Pupil Rights Amendment, which requires written parental consent before schools conduct evaluations revealing sensitive information.
The district refused to sign the government's resolution agreements.
So Dhillon sued.
This Is the First – And It Won't Be the Last
The Trump administration has been building toward this moment for over a year.
Kansas AG Kris Kobach started warning these districts back in early 2024 – telling superintendents their policies violated parental rights.
Four districts dug in, including Kansas City.
Kobach described them as asserting that "school administrators know better than parents."

The Education Department found California's own state agency in violation in January – pressuring school districts to conceal student gender transitions from parents, with separate record systems built for exactly that purpose.
The Supreme Court's ruling in Mirabelli v. Bonta this year reaffirmed parental rights under both the Free Exercise and Due Process Clauses – the Ninth Circuit followed in June.
School districts in Michigan, Illinois, Maryland, and Virginia are already in the government's crosshairs for the same violations.
The Part That Should Make Every Parent in America Furious
Your child is at school.
A teacher or counselor learns your child has questions about their gender identity.
They alert the principal.
A team assembles – including an attorney – to create a written plan governing how your child will be treated at school from that point forward.
That plan changes your child's name and pronouns in school records.
That plan determines which bathroom your child uses.
That plan determines which sports team your child plays on.
Your child can request that you never be told any of this happened.
And the school's lawyer decides whether your request as a parent to see those records gets honored.
Secretary of Education Linda McMahon said it plainly Tuesday: for decades schools faced no real accountability under federal parental rights law, letting districts cut families out of their own children's lives.
"That era is over," she said.

The Kansas City district claims it's in full compliance and will fight the lawsuit – the same position it held when Kobach warned them in 2024, and the same position it held when federal investigators found them in violation anyway.
What Comes Next – And Why It Matters for Every School District in America
The DOJ didn't sue Kansas City just to punish one district.
They sued to establish that Gender Plans are education records under FERPA – which means parents have an absolute legal right to see them.
Once a federal court affirms that, every school district running a similar program loses its legal cover overnight.
That's why Washington and California are stonewalling – they know the moment this case is decided, they're next.
Dhillon confirmed it Tuesday: she has a list, and Kansas City was just the first name on it.
The district serves more than 20,000 students across nearly 50 school sites.
Every one of those parents has been kept out of decisions that belong to them – by a school attorney paid with their own tax dollars.
That's what this fight is actually about.
