Democrats held one deadline hostage that has Republicans calling their bluff

Oct 28, 2025

The government shutdown just hit its fourth week.

Democrats are betting everything on one pressure point.

And Democrats held one deadline hostage that has Republicans calling their bluff.

Democrats draw line in sand over pandemic-era giveaway

November 1 marks open enrollment for Obamacare, and Democrats are treating it like the apocalypse is coming. House Minority Leader Hakeem Jeffries told reporters that “tens of millions of Americans are going to wake up to the reality” that their premiums are about to explode — claiming families could pay “$1,000 or $2,000 more per month” without extended subsidies.¹

The subsidies in question aren’t even the original Obamacare handouts from 2010. Democrats ramped them up during COVID as “emergency relief” in 2021, then extended them in 2022 through the Inflation Reduction Act.² Now they’re demanding Republicans make pandemic-era spending permanent or they won’t vote to reopen the government.

Here’s what Democrats won’t tell you: these enhanced subsidies eliminated the income cap that used to cut off at 400% of the poverty level. Translation — wealthy Americans started getting taxpayer-funded insurance subsidies they were never supposed to receive.³ The Congressional Budget Office estimates extending the subsidies would add $350 billion to the deficit over ten years.⁴

Jeffries claimed on Wednesday that Democrats aren’t using healthcare as a “strategy” to win the shutdown. “Our position is not about strategy,” he said. “What we’re focused on as Democrats is making a difference in the lives of the American people.”⁵

Senate Majority Leader John Thune isn’t buying it. “It looks like, at least right now, what they’re simply doing is trying to keep the government shut down long enough to get past the enrollment deadline so they can have the political issue,” Thune told Fox News Digital.⁶

Republicans expose billion-dollar fraud scheme Democrats enabled

Democrats keep screaming that Americans “need” these subsidies. What they’re not mentioning is how badly they botched the program and opened the floodgates to massive fraud.

The Congressional Budget Office confirmed what Republicans have been saying all along — 2.3 million Obamacare enrollees in 2025 improperly claimed premium tax credits by lying about their income.⁷ That’s not a rounding error. That’s systematic fraud costing taxpayers billions.

The fraud gets worse. CBO found Democrats created loopholes that let 1.2 million illegal immigrants grab taxpayer-funded subsidies they were never legally entitled to receive.⁸ Another 700,000 people refused to comply with basic verification requirements designed to stop waste and abuse.⁹ And 400,000 more individuals abused a Biden-era special enrollment period that CBO itself admits encouraged fraud.¹⁰

The Paragon Health Institute analyzed the data and found 6.4 million people improperly enrolled in Obamacare — either overstating or understating their income to game the subsidy system.¹¹ Agents and brokers exploited the program, enrolling people without their knowledge just to pocket commissions from insurance companies.¹²

Senator Chuck Grassley exposed the scam in detail. Insurance agents were submitting “hundreds of applications per day” and if consumers didn’t report income between 100-150% of the poverty level, agents would “fraudulently swap it out” to obtain maximum subsidies.¹³ They submitted fake income verification forms to keep the fraudulent enrollments going as long as possible.¹⁴

Republicans eliminated these loopholes in the One Big Beautiful Bill Act this summer.¹⁵ Democrats are now holding the government hostage trying to restore the very fraud Republicans just shut down.

Democrats trapped between their fraud and their talking points

The enhanced subsidies that Democrats are demanding cost $130 billion annually.¹⁶ Despite burning through all that taxpayer money, Obamacare premiums have skyrocketed 80% since 2014 and are projected to rise another 15-20% next year.¹⁷

Enrollees still pay average deductibles of $5,000 and face out-of-pocket maximums of $21,000.¹⁸ One in five medical claims get denied.¹⁹ The subsidies didn’t make healthcare affordable — they just hid the real cost from consumers while insurance companies laughed all the way to the bank.

Without the enhanced subsidies, 93% of Obamacare enrollees — the low and moderate-income Americans Democrats claim to care about — will still receive generous subsidies.²⁰ Most enrollees will pay between $3 and $12 per week for coverage.²¹ The only people losing out are higher-income Americans who shouldn’t have been getting subsidies in the first place.

Senator Richard Blumenthal admitted the real game. When asked if he needed more than just Thune’s promise of a vote on the subsidies after reopening the government, Blumenthal said “the answer is a resounding yes.”²² He explained he has “no trust” in Speaker Mike Johnson or President Trump.²³

That’s retreat mode. Democrats know they can’t win this fight on the merits, so they’re trying to extract maximum concessions while they still have leverage.

Senate Republicans are happy to let Democrats own the consequences. “If they want to argue about the failure of Obamacare, if I’m out there on the campaign trail, bring it on,” Thune said.²⁴

The enrollment deadline creates urgency, but Republicans aren’t panicking. Most states had insurers file two sets of rates — one with subsidies and one without.²⁵ If Congress acts before November 1, consumers won’t see the price hikes in their enrollment options. If Democrats keep the government closed past that deadline, voters will know exactly who to blame.
