Chloe Cole started her medical transition at 12 years old and had her breasts surgically removed at 15.
Now she's suing Kaiser Permanente – and Congress is moving to make sure no insurance company can strand the next Chloe Cole with a bill that comes due and a door slammed shut.
Representative Diana Harshbarger just introduced legislation that exposes the ugliest secret in the trans medicine industry – and the insurance companies enabling it don't want you to know what she found.
THE ONE-WAY DOOR NOBODY TALKS ABOUT
Major insurers – Cigna, UnitedHealthcare, Blue Cross Blue Shield, Aetna – will pay for your child to chemically and surgically transition.
They will not pay a single dollar to reverse it.
That's the trap Rep. Diana Harshbarger, R-Tenn., is forcing into the open with her TRUTH in Coverage Act, introduced this week with 12 co-sponsors.
The bill is as simple as the injustice it targets: if your insurance plan covers sex-reassignment procedures, it must also cover the medical care needed to address their complications and reverse their effects.
"It's outrageous that a health plan can cover sex-rejecting procedures but refuse to cover the restorative care patients need to address the harm they cause," Harshbarger said.

Harshbarger is a pharmacist – someone who has spent a career watching insurance companies find creative reasons not to pay for care patients actually need.
She knows exactly how this game is played.
THE VICTIMS ARE ALREADY PAYING THE PRICE
A New York jury handed Fox Varian a $2 million verdict in January 2026 – the first successful detransition malpractice case in American history.
Varian was 16 when doctors performed a double mastectomy.
The $400,000 earmarked in that judgment for future medical expenses wasn't charity – it was a documented line item because her insurer wouldn't cover a cent of her corrective care.
As of February 2026, independent journalist Benjamin Ryan had identified 28 detransition lawsuits filed across the United States.
Chloe Cole's case against Kaiser Permanente alone – covering puberty blockers at 13, testosterone injections, and a double mastectomy at 15 – could produce a verdict that dwarfs the Varian judgment.
Her attorneys argue Kaiser's protocols failed to provide adequate psychological screening and pushed an adolescent through irreversible interventions with no off-ramp.
The insurance industry built the financial structure that kept the machine running – and now that the machine is breaking down, they're leaving the wreckage for detransitioners to pay for themselves.
"Many of these individuals require extensive medical care to manage or reverse the effects of previous treatments, yet they are frequently denied insurance coverage, leading to insurmountable out-of-pocket expenses," Texas Sen. Bryan Hughes wrote when he successfully passed similar legislation in Texas last year.

Gov. Greg Abbott signed it into law.
Harshbarger's federal bill goes further – amending three federal statutes to create a uniform national requirement that no state law can override, effective January 1, 2027.
It also bans the tricks insurers use to comply on paper while strangling coverage in practice: adjusted copays, inflated deductibles, treatment limitations.
CHUCK SCHUMER IS THE REASON THESE KIDS STAY STRANDED
The bill won't clear the Senate.
Chuck Schumer and Senate Democrats will kill it – the same Democrats who spent years demanding insurance mandates for every procedure on the gender medicine menu.
Now that the patients want refunds, Schumer has nothing to say.
Think about what that means.
Democrats mandated coverage to get kids into the operating room.
Democrats are blocking coverage to keep them from getting out.

A children's endocrinologist said on camera in 2020 that this generation would "teach us" about gender-affirming hormone therapy.
Chloe Cole is teaching them something they didn't bargain for – that kids who were experimented on grow up, hire attorneys, and take the stand.
Attorneys working these cases are calling it the worst medical scandal in modern history.
Harshbarger just gave the victims one more weapon – and put every insurance company in America on notice that the financial free ride for gender medicine is over.
Schumer can block the bill.
He can't block the courtrooms.
